Community Risk Reduction (CRR) requires the fire service to identify fire and life safety risks within their communities and have plans in place to mitigate these. This can be viewed as a three tier approach: properly designed and built; inspections and public education programs; and when all else fails - fire suppression. Building codes are used to design individual buildings and not communities but make assumptions about response capabilities. Community design can vary based on assumptions about the capabilities of the local fire service. The presentation will give an overview of a handbook the presenter has prepared for the fire service on design standards for communities. It shall address items such as water supplies for fire fighting, limiting distances, design for access, wildland urban interface, safeguards during construction, and where to find resources in support of properly designing communities that reflect the fire services' response capabilities. It shall also discuss how residential fire sprinklers can be incentivized. This presentation would be of interest to municipal leaders, developers, planners, engineers, and the fire service.

SPEAKER BIO

Sean Tracey is a graduate of the Royal Military College of Kingston with a degree in Civil Engineering. Sean completed a twenty-year career in the Canadian Forces including serving as the Canadian Forces Fire Marshal from 1997-2000. From 2000 to 2012, he was appointed the first ever Canadian Regional Director for the National Fire Protection Association (NFPA). Sean joined the Ottawa Fire Service in 2012 where he served until August 2019, retiring as the Deputy Chief of Education, Safety & Innovation. Sean is a past Director of the Canadian Council of Fire Marshals and Fire Commissioners, past President of SFPE NCR Chapter, and a Past Director of the Ontario Fire Marshal Public Fire Safety Council. Sean is currently the Chair of the Canadian Home Fire Sprinkler Coalition. He is passionate about building and fire codes, as well as promoting residential fire sprinklers.
