Avinash Gupta: Alterations to Existing Buildings
The absence of definitive requirements for existing buildings in the current NBC results in a subjective, inconsistent, and discretionary approach in dealing with alterations across Canada, creating confusion among regulators, professionals, consultants, and building owners, thus resulting in potentially unsafe buildings.
The presentation portrays the challenges in dealing with existing buildings, like the change of use/occupancy, post-disaster buildings, how to deal with an existing building that changes to Part 3 from Part 9 of the Code and dealing with the structural component of the building. In addition, the presentation extensively discusses the definition of the existing buildings. Finally, the presentation highlights what to expect for existing buildings in the 2025 National Model Building Code.
Biography:
Avinash Gupta is a professional engineer (P.Eng.), a certified building code official (CBCO), and a licensed building official (LBO). Avinash has 15 years of rich experience in the building code industry in various capacities, including participating in developing building codes as a member of the Provincial/ Territorial Policy Advisory Committee for Codes (PTPACC).
In addition, Avinash is a member of the Standing Committee on Use and Egress (SC-UE), a member of the joint task group (JTG) and a Coordination Committee for the alteration of existing buildings (JTG-AEB, CC-AEB). Avinash is currently working in the capacity of a Territorial Authority for codes and standards and publishes educational articles on the application of codes.
